I'd begin by testing the 7-way on the Land Rover. The trailer wiring FAQ I've linked you to will show you which pins on the 7-way will show voltage as each turn signal/brake lamp/ running lamp function is activated. Make sure the 7-way is wired as shown in the FAQ. Then, plug the adapter into the 7-way and test each function. If you don't have a circuit tester, we offer one as part # PTW2993.

For a 4-pole trailer connector, you'll need part # 119178KIT. The wiring harness/converter would wire directly into the circuits feeding your taillight assemblies. You can easily test your Tekonsha Voyager Trailer Brake Controller # 39510 by using a circuit tester such as # PTW2993.
First you will want to test that the unit is properly receiving a brake signal from the vehicle. This input signal to the controller is carried on the red wire. As far as I know, both Thule and Yakima have made bike racks for Land Rover. I spoke with my contact at Thule and he said that key number 4133 is not one of their key numbers. My contact at Yakima said that all of their key numbers begin with an A and follow with 3 digits. If the number on your key is A133, rather than 4133, you will want the Yakima Replacement Key # Y8772-A133.

It is entirely possible that the bike carrier you have was made by Thule. A Coworker found out that Thule made the bike racks for Land Rover until 2000 and then they switched to Yakima.
Does the carrier have a name on it or a number of any kind? I could likely verify the manufacturer with a name or a part number or even by looking at some pictures of the carrier which you are welcome to email to me.

Does your 2001 Land Rover Discovery II have a 4-Way flat connector on it? If not then the first step is to install one using # C59496. I believe I know the British Atlantic brand harness you are talking about and it is a regular US 4-Way flat.

We do have a weight distribution solution that will work well on your 2017 Somerset Evolution E3 w/ Deck but due to the limited clearance on the trailer frame where the chain hangers would attach you'd have to go with a set of bolt on weight distribution chain hangers like the # RP58305 which attach only to the side of the frame.

Since the 2003 Land Rover Discovery has a 4-Way round connector it is most likely already converted. There should be one pin for right turn/brake lights, one pin for left turn and brake lights, one pin for running lights, and one ground pin. You can use a circuit tester like # PTW2979 to confirm.

It sounds like you have a 7-Way blade style trailer connector which will look like # 37185. If you do have a European 7-Way, it will have a different design and pin functions. Use a circuit tester like # PTW2979 if needed to test the pins to determine what functions they have. The # APT4 Tandem-Axle Hanger Kit will provide about 4 inches of clearance from the center of the trailer axle to the bottom of the trailer frame, with no load on the axle.
